These cards were produced and packaged in Legendary Collection packs (the latest released set at the time) and were meant to get tossed upon the completion of the print run, when some Wizards of the Coast employees held onto them

Condition varies with this card due to its age, as you can find it in heavily played (HP) condition from $27.50, moderately played (MP) at around $47, lightly played (LP) closer to $55, with near-mint (NM) copies ballooning up to $118 in some case, as they rarely sell
Pairing it with Zealous Conscript creates an infinitely large army of 3/3 creatures with haste, pairing it with Worldgorger Dragon gives you infinite mana and infinite enter-the-battlefield triggers, and pairing him with Combat Celebrant gives you infinite combat phases
The other main draw is it speeds up the game while giving everyone something to do
